Karlo Nograles is the new chairman of the Civil Service Commission – Manila Bulletin

President Duterte has appointed former Cabinet Secretary Karlo Nograles as the new Chairman of the Civil Service Commission (CSC), leaving his three positions in Malacañang vacant, including the position of Presidential Spokesperson.

Nograles’ appointment came a month after Alicia dela Rosa-Bala retired as CSC president.

Nograles’ appointment was reported on Monday morning March 7, but Malacañang did not confirm it.

This was only confirmed when President Duterte himself was sworn in to Nograles in his new post on Monday night.

A video of Nograles taking the oath was uploaded to the Radio Television Malacañang (RTVM) Facebook page. Based on the caption, Nograles was named interim president of the CSC.

In a text message, Nograles said he effectively left his three posts at Malacañang upon his appointment.

Prior to his time at CSC, Nograles served as Cabinet Secretary since November 2018. He also served as co-chair of the Inter-Agency Task Force (IATF) for the Management of Emerging Infectious Diseases.

In October last year, President Duterte appointed him as Palace spokesman following the resignation of Harry Roque, who is seeking a Senate post in the 2022 election.

With the new appointment of Nograles, Malacañang finds himself without a cabinet secretary or spokesperson.

In a text message, Communications Secretary Martin Andanar said President Duterte would announce who Malacañang’s fifth spokesperson would be.

“We will wait for the PRRD (President Duterte) announcement,” he said.
